Revving outboard in neutral. I’ve never had that drastic of a change with any of my motors. Luckily I was able to find another one refurbished. I think my '08 has the electronically controlled throttle if that makes a difference. Third time out, just learning the ropes. It’s only able to fully engage Fwd and Neutral.
